>> and that's the "overnight news" for this wednesday. for some of you, the n s continues. continues. for others, check back later for captioning funded by cbs it's wednesday, july 24th, 2019. this is the "cbs morning news." all eyes are on robert mueller. the former special counsel will testify on capitol hill today about his investigation into president trump and russia. why democrats say the hearing will be a revelation while republicans call it old news. a possible political bombshell in puerto rico. local media reports the governor could step down as soon as today. and a tornado tears through cape cod, massachusetts. why the storm could affect some for days to come.

good morning from the studio 57 newsroom at cbs news headquarters here in new york. good to be with you. i'm anne-marie green. well, we begin with one of the most highly anticipated events in washington. in just hours robert mueller will testify about his investigation into russian interference during the 2016 election. for the very first time the former special counsel will answer questions from congress about his probe and why he didn't make a recommendation on whether the president obstructed justice. bofta yiman is in washington. bofta, what can we expect from today's hearings? >> anne-marie, we can expect that republicans will focus on the origins of the investigation while democrats hone in on the issues of obstruction. one of the big questions democrats have, would president trump be charged with a crime if he wasn't president, and the answer to that could ultimately get the ball rolling on impeachment. former special counsel robert mueller will be on capitol hill

today testifying before the house judiciary and intelligence committees. both hearings will focus on what he found while investigating russian interference in the 2016 election. >> for many americans, just learning what's in the report will be a revelation. >> mueller is by his own ant ctant witness. nely two-year probe ended findings were in a 448-page report that did not identify evidence of a conspiracy between the trump campaign and russia, however, it cited ten instances of potential obstruction of justice issues involving the president. the department of justice sent robert mueller a letter asking him to keep his testimony within the boundaries of the report. democrats are hoping to get more than that. >> he owes the americans answers on really important questions on why he chose not to interview the president. >> republicans and the president say the mueller report is old

news. >> no, i'm not going to be watching. probably maybe i'll see a little bit of it. i'm not going to be watching mueller. >> we already heard from him, you know? it seems to me, you know, i don't no-no how many times we want to see this movie again. >> robert mueller asked to have his own attorney nearby. he will only be sworn in during the intelligence committee hearing. he won't be questioned by the judiciary committee. the hearing will last about five hours with about a 30-minute break period. >> bofta yimam, thank you. we'll bring you robert mueller's full testimony on cbs in a full report. "cbs evening news" anchor and managing editor norah o'donnell will lead the coverage beginning at 8:about 15 a.m. eastern right here on cbs. there is new reporting this morning that puerto rico's embattled governor is poised to resign. two of the island's newspapers say ricardo rossello could step down as early as today. one of those papers is also reporting rossello recorded a

farewell message. laura podesta is here in new york. laura, good morning. >> good morning, anne-marie. cbs news has not independently confirmedry car dough rossello's resignation. it's important to note it would be an abrupt about-face for the embattled leader who's remained in office despite the public outcry. protesters took to the streets of puerto rico again last night. the demonstrations stem from corruption allegations and a leaked online chat between the governor and his political allies. the messages included profane, homophobic, and sexist comments and mocked victims of hurricane maria. meanwhile puerto rican officials have confirmed that search warrants have been issued into the investigation of rossello and 11 of his aides. puerto rico's department of justice is looking at whether

any criminal of ethical crimes were committed during the so-called chatgate controversy. this comes two days after rossello announced he would not seek re-election next year. if rossello does resign, he will be replaced by the secretary of justice. anne-marie? >> laura podesta in new york. thank you, laura. so parts of new england are cleaning up after a powerful tornado tore through the region. >> come inside, girls. >> the twister touched down in several locations across cape cod yesterday. the national weather service confirmed the tornado packed winds of 110 miles per hour. a state of emergency was declared in some areas. power was knocked out for thousands of people, and officials warn it could take days to fully restore. fortunately there were no reports of any major injuries. after years of funding disputes with congress, they senate has voted to reauthorize the 9/11 compensation fund.

they have paid for thousands of survivors and victims of the 9/11 attacks. chip reid reports. >> i'm proud that we're here today and we got this bill passed. >> reporter: a congress that can't agree on much of anything finally agreed on this. >> 97-2. when does the senate ever get that? >> reporter: the bill ensures that the fund paying for medical treatment for first responders and neighborhood sickened victims in the aftermath of 9/11 never runs out of money. >> you are ignoring them. >> reporter: former "daily show" host jon stewart has been championing for them for years. >> my job was to come in at the very end and yell as loud as i could, but it was all inspired by these guys. >> reporter: the bill was held up by rand paul over spending concerns. >> it's a manufactured crisis. as of today, the fund in question has $2 billion in it.

>> reporter: the vote came too late for former nypd luis alvarez to see it happen. >> this fund is not a ticket to paradise. >>eporr: testifying on capitol hill, alvarez died of cancer. son, david alvarez. >> i want to thank you for not forgetting him, not forgetting all of the other first responders. >> reporter: the bill now goes to president trump. he's expected to sign it friday while surrounded by 9/11 first responders. chip reid, cbs news, capitol hill. well, cbs news has exclusively learned a u.s. navy ship may have brought down more than one iranian drone during last week's close encounter in the strait of hormuz. the "uss boxer" took down two drones. navy officials told david martin

the drones would have interfered with flight operations. >> they would have increased dangers to flight operations and personnel. >> so you're the one who gave the order to take it out? >> i am. >> while the weapon was unclear what it was, it was clear some kind of electronic signal disabled the drones. one disappeared from u.s. radar, and the other was seen crashing into the water. today boris johnson will officially take over at britain's next prime minister. in his victory speech, the former london mayor promised he would deliver brexit and unite the company. >> no one party or mhas a monopoly of wisdom, but if you look at the history of the last 200 years of this party's existence, you will see it is we conservatives who have had the best insights.

cbs news reports thousands of unaccompanied minor children could be detained indefinitely and spend the rest of their childhoods in federal custody. an exclusive interview with the office of resettlement in june revealed there are more than 4,000 unaccompanied children in the organization's care. the federal government is required to try to reunite families, but for thousands of children, that may never happen. >> how long possibly are these children in your custody? >> until they turn 18. you know, conceivably someone could come into our care at 15 years old and not have an identifiable sponsor in the united states and remain with us for a few years. >> on their 18th birthday many will be taken from youth holding facilities to adult detention centers operated by i.c.e. canada's "national post" reports there are two teenaged boys who are suspected in the deaths of two. they ran away. police say the 18- and 19-year-old should be considered dangerous and are warning the

public not to approach them. their burnt pickup truck was not far from where a deceased man was located. it was also 300 miles from where the bodies of lucas fowler and chynna deese were discovered. police are not revealed the specifics on why the two are expects. and "the sun herald" reports a man from ft. worth is suspected of killing a student. brandon theesfeld was charged with the murder of 21-year-old alexandria kostial on monday. her body was found miles from the university. they were students at ole miss. other students are shocked a suspected killer was on campus. >> it's not something that you want to wake up to hear, but it's the reality that we live in. >> theesfeld was suspended from the university after his arrest. still to come, another major retailer is accused of body shaming. ahead, forever 21's response after some customers received diet bars with their plus size clothing deliveries.

stocks rose in growth with banks and technology companies. the dow was up 177 points, the s&p 500 gained 20 points, and the nasdaq added 47 points. the justice department is opening a massive anti-trust investigation into big tech companies. the agency wants to know whether their online platforms hurt competition, suppressed innovation, or harmed consumers. the investigation comes as a growing number of lawmakers are calling for stricter regulations or even breaking up big tech companies. several tech giants are under intense scrutiny following scandals that compromised users' privacy. ups is making big changes so customers can get packages faster. the company is adding 12,000 new spots where people can pick up their packages. they're inside cvs, michael's, and auto part stores. they'll expand services to seven

days a week starting next year. and ups is also expanding its drone delivery operation. right now they're limited to bringing medical samples to hospitals in north carolina. ford claims its new all-electric f-150 just did what no truck has ever done before. the company released a video of it pulling ten double-decker freight cars weighing more than 1 million pounds. ford has not said how much the truck will cost. they called the stunt a one-time demonstration and said the prototype is toeing far beyond any production truck's capacity. and forever 21 is apologizing for a marketing campaign including diet bars with customers' online orders. the promotion came to the attention of social media users after customers who bought plus-sized clothing noticed an atkins bar was included with their order. some felt it sent a message they should lose weight. it was later revealed the samples of the diet bars were included with all clothing regardless of the size.
